There's a concept in Roleplay called "no-selling". This where a roleplayer will pretend that an action that was supposed to deal damage, particularly a significant amount of damage, did nothing at all and just shrug it off with acknowledgement of the damage that was supposed to take place. This is very annoying when roleplayers do it. It's super annoying when Bob buys into the concept wholeheartedly. Capital gains applies to these if it's from investments, but probably not if it's a trust fund. So an 80% top marginal tax rate (which means the 80% is ONLY applied to a certain amount over a baseline, not the whole amount of income) may not actually get a lot of money from "rich" people but it will for sure discourage people from working hard enough to get into the 80% tax bracket, which is why dropping the stupid-high marginal tax rate down to 28% made the actual income tax revenue double.
