Voting (in Federal elections, at least) supposed to be for American citizens only. If a state is allowing non-citizens to vote in Federal elections, that's voter fraud. So, while American immigration policy is a little strange right now, I used to know people who were here attending college on student visas. They weren't allowed to work if they had student visas. Obviously, people coming over with no visas at all are also not allowed to work. Of course, many of them do work, but they aren't paying social security or medicare taxes.
