Timothy Dalton ONLY did 2 Bond Movies. Bob SHOULD know this. The Living Daylights (1987), and License to Kill (1989). Bob saying that, is REALLY stupid and meaningless. Bob would have made a better point if he was making a reference that ended in 1983, and said, "Sean Connery was STILL James Bond in 1983" because Sean Connery was James Bond starting in 1962 with Dr. No, and his last film was Never Say Never Again (1983). Good Grief how is Bob so bad at his job?

For Your Eyes Only , was intended to be a Dalton role, but he couldn't get out of his contracts elsewhere to film it, so Moore got the nod, which is why it's notably more grounded and gritty than the typical Moore Bond film that tended towards the fantastical with secret space bases and eight foot tall henchmen with steel teeth.
But yea, Bob's proclamation comes across as saying "You know, in 1976, it was still Gerald Ford in the White House" - the guy had one unremarkable term and it wasn't even a full four years.
Given that Moviebob has repeatedly called Musk an inheritor of this so-called Apartheid emerald mine wthout any substantiation, does that mean Elon could potentially file legal charges against Bob (even though the chances of that happening are nanoscopic)?
Not nanoscopic, flat out impossible.
Slander/Libel requires passing a three pronged test.
1. The statement was a lie
2. The statement was known to be a lie at the time by the one who stated it, or, would've been easily found out as a lie if they'd done their due diligence in vetting their claim.
3. The statement caused actual personal harm to the person bringing the charges. It directly cost them money, or endangered their safety, or harmed their reputation.
Bob's rages fail the final stage because he's so insignificant there'd be no way to prove he caused any harm to Elon's reputation when bigger fish are doing much worse. Let's be honest, outside movie review and internet cow circles? Nobody knows who he is or reads his tweets. If you went out on the sidewalk right now in Boston itself and asked people "Who is Moviebob?" I'd be shocked if more than 2 in a 100 randos could answer.
Also, Elon is a public figure, and courts have long held that the bar is even higher for them than it would be for you or I.
Essentially, if you wanna be famous? You should expect a certain level of baseless and even malicious criticism to come your way.
