Far be it from me to stick up for a guy who was obviously out of his depth and ought to have known better, but I do think this is unfair. If Bob is as peculiar in real life as we suspect him to be, it stands to reason that Chippa would be protective of him. They are brothers, after all, and Bob's relationship with his family seems to be one of his very few positive aspects. His brother's real issue seems to be 1) he's either ignorant of Bob's vile Twitter feed or writes it off as a joke, and 2) he's not a creature of social media or internet stupidity (at least not to the insane degree Bob or your average Kiwi Farmer is) and so had no idea how to deal with Jake.

On the other hand, Bob's asshole nature had to come from somewhere, so maybe there are some really special, warped fruits in that family tree.

It's possible Bob believes in a sort of nebulous magic "sci-fi" eugenics, such as the origin of Khan from Star Trek. Thinking we can get rid of diseases and other unwanted genes (nary a thought as to who decides what genes are unwanted, of course) like character creation in a game; manipulating re-rolled stats in an RPG. Things like forced sterilization and other actual methods of eugenics don't occur to him.
