They made a bunch of people in Ottawa mildly inconvenienced by honking their horns and otherwise being pretty peaceful. A lot of them weren't even vaccinated against Covid, this is true. One pickup truck even displayed a Nazi swastika flag (which looked brand new and freshly unfolded, huh weird.)
Bob Rae was in a bad position from the start. It didn't help that the recession went on longer than he expected it to, which impacted his spending, which caused things to spiral out of control. I think had the economic situation been better, he would have been more successful. However, my knowledge of Rae is surface level at best. But I can imagine an Ontario Premier suddenly switching things up after decades of PC rule would not be popular.

It was because a small group of truckers had mandated quarantines of up to two weeks when crossing borders or travelling into provinces like PEI. All travellers at that time had to quarantine for two weeks. The people most upset were the owner/operators who had poor business sense and depended on breaking a lot of rules before Covid to make timely deliveries. When the country told them they had the potential to be super spreaders, they started posting online about how unfair it was that the government took food out of their babies mouths and they must all go to Ottawa and sit I trucks honking for two weeks towards the parliament building while creating makeshift encampments and threatening locals. They accomplished literally nothing and Doug Ford didn't even care while following his own personal guide to when and how he'd lift restrictions in Ontario. Although each province was dictated by the premier, the convoy thought they needed to focus on Trudeau even though he constitutionally could not supercede a premiers decisions.
