As first reported by The National Post, the government's immigration levels are expected to drop to 395,000 in 2025, a huge decrease from the 500,000 that had previously been set as the target.
The information was provided by a government official with knowledge of the plan.
Trudeau and his immigration minister will also announce reduced targets for number of temporary residents for the first time.
The government's goal is to reduce the number of temporary residents to five per cent of the population over the next three years, down from 6.5 per cent in March.
The moves come after years of rapid increase to the number of new permanent residents in Canada and a ballooning number of people coming to Canada on a temporary basis, which federal ministers have conceded put pressure on housing and affordability.
Conservative Leader Pierre Poilievre has accused the Liberals of destroying the national consensus on immigration.

Trudeau spent the last decade making the Liberal Party his personal cult of personality to the point where brand is inseparable from him. Many longtime Liberal voters refuse to vote for the party because his brand became too radioactive so they switched to the Conservatives or are sitting it out until the inevitable defeat of his government forces him to resign in shame. Brian Lilley has an interesting take on why Trudeau won't resign. Part of it is sheer narcissism and ego because he desperately wants to fight Pierre Poilievre, but because he knows that the party would vanish if someone else led them. Not an entirely irrational reason.
Chrystia Freeland is probably hated more by Canadians because she speaks to the public as if we were a kindergarten class when she is peak midwit herself. Her only marketable skill was sucking up to Trudeau to get the plum Finance Minister gig.
Mark Carney was governor of the Bank of Canada, but he doesn't have a seat in parliament and he hangs out with the elites in Davos. He is an easy target for being portrayed as out of touch because he spent much of his career outside of Canada. Making him leader would be Michael Ignatieff 2.0.
There are other Liberal ministers that could vie for the job, but they're all nonentities and tied to closely with Trudeau himself. In a realistic scenario the party can look at a worse defeat than 2011, but marginally better than the PC wipeout of 1993. It would be better if the rebel caucus just lights the match and vote with the CPC and the Bloc come the next confidence motion to burn this motherfucker down. Most optimistic scenario is the rump LPC wanders the desert until someone else like former B.C. premier Christy Clark rebuilds the party, but that could take 5-10 years.

The PR target includes applications from people who are already in Canada on work permits etc. So there's a hopeful chance the total number of people in the country decreases, as the slots for PR are now 25% more competitive. This would mean the TFWs whos permits expire hopefully go home (lol)
Harper did something clever near the end of his time in intentionally creating a huge PR backlog which just discouraged people into leaving. If I had to guess the same thing will happen unintentionally here.

I think a more important point is to improve the wage and working conditions of teachers and doctors so that all the former doctors and teachers we already have will go back to working in Canada. that and better regulating the fast track for immigrants would be a better solution.
