Probably, but there's still got to be obviously unwinnable and obviously safe districts with the change?
I'm not 100 percent sure how the parties choose, but I think it's region by region, UKIP traditionally has a list system for each region/area so number 1 on list has top priority as placement for MEP, 2 is second and so forth. UKIP will publish it's candidates list soon.
As for winnable and unwinnable, in any normal political circumstance that would probably be true, but UKIP and probably BREXIT have always done well in European elections from cross platform voters, as the British don't take EU elections as seriously as normal or council elections, and since it's not past the post, every vote counts for the each region which means if it is required to get a number of votes to win an MEP seat, as long as the party gets the votes, it gets the seat.
This is part of the reason why Nigel Farage has been able to be a successful MEP despite several attempts to become an MP never being able to win in a past the post system.
