Bob strikes me as the type that cared about Chris and genuinely wanted what's best for his son but couldn't comprehend his son was also a retard that was totally disconnected from reality. Chris talked about "mainlining" and how his parents thought by treating him like a normal person he would magically become successful without special education, and Bob even paid the galpals to hang out with Chris to boost his confidence and get him socializing with girls. The two most heartbreaking things I saw when reading about Chris is how Chris callously sold off all of Bob's prized possessions he wanted to leave to his son like they were worthless junk and the plaque he put up in the shed imagining all the cool father/son activities he could get up to with Chris when he got older, but Chris just denied him and was too busy playing with my little pony figures and watching children's cartoons at 20+ years old to do anything in the shed. The shame and denial that Bob felt about Chris was evident, he didn't want the fat greasy weirdo his son ended up being.

Most people seem to remember him as a person that contributed to society and was at least somewhat cultured and intelligent, the only decent person in the chandler household.
Barb was the one that really screwed Chris up imo, she was fucked up.
