No reason needed. These are generally granted without question as a regular practice. He might need to put out a notice in the local paper or something.Ok Americans enlighten me. In the UK this is done by mail and it's called a Deed Poll. You prove that you are who you say you are with a few documents sent in an envelope and they send you a certificate that gives you a new legal name, easy. It'll only EVER get rejected if you try and change your name to something genuinely offensive like "Killmuslims McHolocaust". So in America he has to go to court, will this be a simple process or will he actually have to explain to a judge WHY he wants the name change because if so this is certainly something a field agent needs to go and watch.
I don't believe, legally at least, one can change from a male name to a female name, at least not without actually getting a sex change, though I'm not certain if that's applicable in all areas of the US.
I do know that a statement of intent before a judge has to made to make sure the name isn't being changed to evade debts or other skeletons in the closet law enforcement would be interested in.
There are no regulations about male or female names in any state.
Chris has to convince a judge that he has a good reason to change his name, and prove that he is not doing so to evade debts or commit other fraud. That's it.
It's not like it's illegal to give a child a opposite gendered name to begin with.
