It seems like most of their hoard isn't garbage or anything else perishable, or with the potential to become disgusting, right? It looks like clothes, books, other assorted things like that?

It doesn't need to have rotting food in it to be a health hazard.
Even without considering the insects or vermin (or -- as another poster posited -- snakes.) Just think about how much dust and mold spore there is in there.
My aunt is a hoarder (though not as bad as the Chandlers) and I can't visit for too long before the dust/mold in the air causes me respiratory problems.

I haven't seen anyone post this yet here (but it's on the CWCki), but for those of you who don't want to download the video, here's the Youtube upload:

You have been contacting the wrong people regarding the violation.

I have more legal experience than most people here (though it is mostly paralegal and not formally as a lawyer) I think and know who to contact regarding this problem.

I have done my part. Now we wait to see how it goes.

To be honest, I've seen a lot worse, and this is not even as bad as I was expecting. One weekend with a dumpster, some cleaning products, and a carpet cleaner, and 14BLC could be quite livable again. Hell, if the Chandlers had any sort of organizational skills (and a decent selection of rubbermaid containers) they could do a lot better job storing that hoard and clear up a lot of space without throwing away any of it. For example: framed paintings take up a lot less space when they are hanging on a wall than they do when piled up in a hallway. Of course any such efforts would only open up space for Barb to fill with more hoard, so the point is moot, even if Barb would somehow allow Chris to clean up or Chris could be bothered to put in the effort.

Seriously, how long can the county ignore this? This is me being genuinely concerned. :|
There aren't any minors living at 14BLC, so the county, and all other levels of government, can and will ignore this forever. If 14BLC becomes a significant health hazard to the surrounding properties (i.e. a serious vermin infestation), it might be a different story, but only after years of complaints from the neighbors.

As bad is it is, this is how Barb and Chris choose to live, and the county has no will to interfere with their choice.

With shit like that they almost certainly have servere vermin infestation and some pretty nasty pathogens brewing up in that pile, especially if Chris himself compares it to a biohazard.
Toxoplasmas gondii has been linked to hoarding behavior, though as a cause or effect is as yet unclear. It's almost a chicken and egg thing. Squalor breeds Toxoplasma which infect people causing them to hoard and live in squalor that breeds Toxoplasma…

I think the square footage of all the blocked off rooms may actually be greater than the entire area of my apartment.
We are all aware of Chris' lavish toy expenditures, but this video adds a whole new dimension of hypocrisy to his claims of poverty. Regardless of Chris' monetary income, he and Barb are rich enough in material wealth they can afford wasting more valuable living space than most people have in total. And before anyone tries to claim their wealth and income are separate matters, consider this: Chris and Barb could easily use the space they have given up to the hoard to instead take in boarders at no reduction to their current living standards. That could potentially net them several hundred dollars a month per boarder for only minimal effort on their own part. But like everything else, they squander that opportunity and forgo that potential income because they instead choose to live in a pig sty.

Chris can't live on his own,
He probably can, actually. There are many people significantly more disabled than Chris who manage to live quite well independently, all things considered. I think I've mentioned the profoundly retarded man at my local supermarket who makes a living for himself smashing cardboard boxes and generally being useful? There's also a man at the nearby walmart who is much more blatantly autistic than Chris, but that hasn't stopped him from being able to operate a cash register as a full time job or keep an apartment. These "windows to hell", as Chris would deem them, have accomplished more than Chris ever will with a lot less.

Chris has convinced himself he is incapable supporting himself (and also he should not be required to), and he needs someone else, preferably a boyfriend free girlfriend from the ground up who is easy on the eyes, to do all his heavy lifting. But don't let him convince you of that, because it just isn't true.

Not to mention, it could score Chris some live-in friends who are always there to hang out with him.

Both parts are true, but I think the second part has more weight in his mind. He is really, really fucking entitled.

Re: Chris is not too proud of the state of the house 12/11/2

If Chris had something better than a burnt potato in his head instead of a brain, he could at least make some efforts to organize the hoard at least (not throw anything out. Just get it arranged). Hoarders seem to want to keep things out of fear that they may need a certain item someday. Fine then. There's no reason why all that stuff can't at least be arranged so that if/when it's finally needed it can at least be found and accessed. The way it is now, if there really was something they needed, it would be on the far side of the room (which room?) and on the other side of a sea of filth.

Get some shelving units from the local Costco/Sams Club, start getting stuff packed into bins and put into shelves. Have a system: old clothes can be found in this room, nik-naks can be found in bins in this room, Bob's old stuff are in bins in this room, and so on.

If Barb would still throw a fit if any of this mess was even organized, then she has a far, far worse mental issue than mere hoarding.

Re: Chris is not too proud of the state of the house 12/11/2

Chris may not be able to sell the house at all in its state after Borb goes, but he can make quite a significant amount of cash(only assuming here) if he digs into the piles of trash for some collectibles or useful treasures to clean up and sell on the internet. If he can hold off on buying vidya for a while, he can use his :tugboat: to take care of shipping and such for the items. Maybe he can possibly fix up that nice BMW and sell that as well, but that's a very ambitious project for someone like Chris, especially judging by the fate of ol' Son-chu. Although he could always sell the parts from the cars they don't use.

If he makes enough from selling salvaged items from the hoard though, he could live off of that for a short while.. but I don't know how he'll ever be able to support himself after that. He can't get a job, since now he's got not just reputation and lack of drive working against him, but age combined with an enormous gap in his work history as well.

I feel kinda sorry for the guy, really, but at the same time, he could have taken things into his own hands, wised up much sooner, gain some more independence and things could have been much different for him today. We, "da twolls," are the only guidance he ever had in his life, but he chooses to ignore every bit of worldly advice we try to hand out to him.

That would only create a temporary reprieve at best because any space Chris might clear would only be used by Barb to cram in even more crap. Even if everything were moved into sheds in the yard to at least get the ever expanding hoard out of the house, it would still only be temporary.

Any direct action on the hoard is just an exercise in futility because the hoard is not the problem, it's just a symptom. The true problem is Barb (and to a lesser extent Chris), and any long term solution will have to first put an end to Barb's hoarding behavior. Bob couldn't do that, so Chris probably has no chance whatsoever; he may well just have to wait until Barb is too utterly decrepit to continue hoarding. Even then it's highly doubtful Chris will bother, or that he won't just use it as an opportunity to start hoarding himself.
