I sort of figured that Sailor Neptune was Megan's favorite Sailor Moon character so he combined Megan with Neptune like he did with Sonic and Pikachu to get Sonichu.

nah, it's restricted to governments, and only ones in the united states as far as I know.

There are restricted top-level domains. To register an .edu domain you need to be an accredited institution of higher learning. For .gov you need to be an US government entity and for .mil an US military entity. [/geek sperging]
