Ignoring the platitudes about civilian bodyshields, Hamas uses population density & civilian clothing to get away with shit, not literal human bodyshields, you are correct.
Israel normally does seek to minimize civilian casualties. It has successfully reduced the rate of civilian casualties in targeted killings to about 1 per 28 during normal operation. If Israel had stuck to hitting confirmed Hamas rocket locations (per public reporting), that ratio would be uncountably high (maybe 1 civilian per 500 Hamas, even with Hamas' misfire civilian killings?) but they haven't, they've struck random locations in the urban environment, some without warning, often totally destroying buildings and showering streets in rubble.
Their ratio after all of this will probably be about 1:1 civilians/Hamas, or worse, which is as bad a ratio as they were back when they had nothing but 1-ton bombs and unguided anti-tank missiles. That's worth asking about, because it's a lot like what Obama used to do, among other warhawks.
