using a nuke, against an enemy that is completely harmless and absolutely incapable of seriously damaging you, targeted at a mostly civilian location? that would turn them into complete international pariahs.
these do not apply to israel. israel is tiny and very much dependent on international support, and israel also does not have the luxury of full state control over the media.
Any use of a nuclear weapon will seriously destabilize global politics no matter who does it, though Israel has pretty thick Teflon coating (approaching DSP levels of immunity against long-term fallout). While Israel is absolutely propped up by the rest of the world, they have so successfully and deeply infiltrated most of the major world powers and plenty of smaller players that they're practically immune to long-term consequences no matter what they do.
They might experience short-term sanctions, but few politicians have the political will (or capital) to make long-term sanctions stick. Hell, look at the United States: the Boycott, Divestment, Sanctions (BDS) movement has enraged politicians (even non-Jewish ones) so much that several jurisdictions around the country have actually tried to legislate against it, with some municipalities even adding clauses to all their contracts forbidding contractors from participating in or publicly supporting the movement. At the federal level, in most cases any politician who openly expresses anti-Israel sentiments or tries to reduce funding to Israel is quietly shuffled out of office or at least "neutered" so they can no longer tug on those levers of power.
The only real consequences Israel would suffer from actually using a nuclear weapon on Gaza are the same "basic" consequences
any nation would suffer for it in modern times. Nukes are officially a Big Deal(tm) and seeing one actually used in a military action would give everybody else twitchy trigger fingers. Lots of "safeties" would get turned off and a lot of launch buttons would get dusted off. The United States got away with dropping two nuclear bombs on Japan because they were the only ones with nukes in the first place at the time and the sheer devastation caused by the detonations shocked the world and scared the shit out of everyone. Today, with several other world (and regional) powers armed with nukes, the US wouldn't enjoy similar immunity from consequences.
Nobody would actually launch a nuclear attack against Israel in response, though. Beyond the aforementioned infiltration of major world governments by the Israelis (which would likely derail any legitimate effort to get a launch planned, authorized and executed), Israel is infamous for its "Samson Option" doctrine -- if they ever reach the point where they feel they're facing extinction (an inbound nuke would certainly qualify), they'll pre-emptively launch all their weapons simultaneously at as many global targets as possible. It's their flavor of the mutually-assured destruction doctrine.
For better or ill, they're a wily bunch and they've gotten their claws buried pretty deep into the world's halls of power. That gives them a second Iron Dome of sorts on the world stage.
