They are blocking any connection which would intend to use Cogent's network to reach an IP associated with the Kiwi Farms.

There's no real allegory for this. Closest I can come up with is this:
Between your house and my office is highway 10, 20, and 30. Highway 20 is owned by Cogent privately. If your GPS decides Highway 20 is the fastest way to my office, you will reach the Toll Booth and the Toll Operator will inform you my office does not exist. I'm currently not in murrica, bongland or any western countries but I can't connect without using Tor over clearnet too. Tested with 2 isps, and one using mobile data. One ISP works. Would complaining to my ISP that doesn't go through work for this? I can give them a call whenever.
