Japan not catching it isn't such a shock to me because Jap police are notoriously incompetent when it comes to this kind of stuff due largely to inexperience.It wasn’t that they glow. It was that following WW2 the subsequent Japanese Governments in an effort to distance themselves from many of the internal societal horrors, that ultimately led to the external and existential horror of WW2, unwound many of the strong policing powers. That mixed with a completely homogenous population largely trained from birth to follow the rules, meant that they largely stopped looking for or at those who were not following the rules. It’s not so much glowy conspiracy as it is failure of imagination by those paid to know better. Not unlike 9/11 in the US. Nobody asked questions, because “nobody would ever do that sort of thing”. You see this play out a lot everywhere. Such as when the cops gave a screaming naked victim back to Jeffrey Dahmer, because getting involved in a “gay lovers quarrel” was a sure fire route to an activist lawsuit.
What is more remarkable is that they managed to smuggle WMDs into and out of other countries (like Australia) and even use them without getting caught. But maybe I give the Aussies too much credit
