Apparently that's a thing Canada does. Canadians can request "peace bonds" from people who they suspect will harm them. The person suspected is ordered by a judge to "promise to keep the peace", which can function similarly to probation or house arrest depending on the judge's discretion. They are just extending the ability to ask for a peace bond to this new section they've added to the criminal code. According to IrwinLaw.com these are usually used against people who belong to criminal organizations, so it seems unlikely it'd be used in this context.

When I watched him back in 2020 he was one of those anti social justice warrior types who complains about the typical stuff you'd expect with his politics leaning towards the right if I recall correctly. He also got outed for being into loli and then scrubbed all the loliporn from his discord and tried to make it out to be as if SJW's were trying to cancel him rather than criticizing him for being a degen
