That's an easy one. During Dank's trial, it came out that no one actually complained about the pug video. Police Scotland admitted that they locked onto him entirely on their own in an attempt to make an example of him.
Dankula became a martyr for free speech by opposing the status quo, and after two years of Autistic screeching, the only thing they were able to pin Dank with was a decency statute violation so they gave him a fine (800 pounds, roughly $1050, US) and told him to pay up in the time allotted. The hope was that by giving him a (relatively small, considering) fine, they could get him to pay it and fuck off, since Dank was a walking, talking PR nightmare for Police Scotland. One thing to note about fines is that paying them usually means admitting to the crime legally, so this would cover their ass for the whole shit-show if he agreed.
He didn't, of course. Dankula never had any intention of paying the fine, especially after having his life systemically destroyed by these unpleasant fuckers. He was fully prepared to go to fight them on the beaches for his beliefs, and appealed, pushing forward because his intent was overturning the decency statute and Kangaroo Court that had been used to condemn him in the first place. The UK, eager to keep Dankula from continuing to be a massive pain in their ass, blanket blocked his appeals in the hopes that he would, again, pay the fine and fuck off. They even went so far as to threaten Dankula's lawyers and told them they would prosecute them for doing their job by defending Dankula. Dank talked about this heavily in his streams.
Unfortunately for them, Dankula wasn't to be deterred and was basically telling them to come get him, because he wasn't going to pay it, fully prepared to go to jail for his beliefs. In so doing, Dankula had caught them in a three-way catch-22: If they failed to respond, he would basically show the entire world that Police Scotland was as fucking toothless as Americans joke about. If they went in full-guns, he'd go down as a free speech martyr - a meme-based William Wallace, if you will - and meanwhile his lawyers would endlessly push to overturn his conviction, dragging the circumstances that caused it in the first place. If saner heads prevailed and they owned up to the fuck-up, the entire shebang comes crashing down.
They had no option but to forcibly take the money even though they couldn't get Dankula to essentially confess to it by paying this way if they wanted to preserve anything remotely resembling dignity. That is why Dank immediately showed his intention to do the same goddamn thing over again, because he's still going to do what he can to make sure nobody suffers at the hands of these assholes again.

He should really grind it home and take the office that took his £800 to whatever British equivalent of small claims court they have. Make them really prove that they were aboveboard in doing so. Show where they weren't.

I loved him and thought he was a hero until he pulled this shit. Now I think he's a grandstanding lying faggot. Everyone knows the British government can and does seize assets directly from accounts. That's literally the first thing they always try to do when you won't pay a fine. Loudly refusing to pay the fine means absolutely nothing when you leave 800 dollarydoos in an account under your own name, because they'll just take it and consider it paid, as a matter of procedure.
If he just paid the money and said "Yeah nah I don't wanna go to jail" then whatever. We'd all understand. Nobody could fault him on that. But instead he's been swanning around as a 'free speech hero' since the conviction, telling everyone who'll listen "I'm not gonna pay the fine, I'm willing to go to jail for my beliefs". Then he paid the fine anyway by not judgement-proofing himself, turned around and shrugged and pretended like that's not exactly what he intended to happen.
I'm disappointed because I thought he was actually going to stand up to the government. Even if he backed down and paid the fine I'd love him for everything he's done so far. Instead he's rolling over while loudly and publicly pretending he isn't, and idiots are eating it up. It's shameful.

I'm sure Dank had his account empty the first days and thought that, because they never took any money, it wouldn't happen ever. Eventually, it did.
Dunno how it works in that joke of a country that the UK is, but where I live, the government can't just take your money like that: at most, they warn you and most of the times, it's just to scare people into pay. They can't do it because banks are private business.
