There are dozens of military bases around the Gulf of AMERICA and having the ChiComs setting up SIGNIT assets on Cuba within a couple hundred miles of them isn't a great idea. It's not about max range. It's about flight time. An IRBM launched from Cuba could cause massive damage to the CONUS with very little warning. That's why the Cuban Missile Crisis was such a big deal.
