Harmon does say something similar to that:
“I think it’s really important that people who have taboo thoughts are able to express them in a way that doesn’t hurt anybody else. But I think it’s equally important that people who are disgusted by those thoughts can say that they’re disgusting."
The key part should be "in a way that doesn't hurt anybody else", and "hurt" doesn't necessarily has to be physical or emotional trauma, but also consent. As in, don't push your kink/deviancy on others, they could get through their day just fine without witnessing your shit. It is not that hard to understand, and yet...
But just so that I won't leave it on a "Harmon is almost reasonable" note, here's an excerpt from the DVD commentary of S01E06 Rick Potion #9, on Rule 34:
"I'll tell you what, if it does exists, it'll be on Tumblr. That's where they dig in the all male Rule 34."
"Man, there's a weird double standard there."
"Exactly."
"Easily offended people versus people who just wanna watch Rick fuck Morty."
Something that was intended as a burn for both sides (and tumblr itself) is now regarded as something ship-positive because of the wording. Because the fandom isn't a big enough dumpster fire as it is. "Shut up, Harmon" needs to be the new "Shut up, Jerry".
