It’s wild to expand on this and imagine that Stebbins isn’t alone in filing this stuff. The court docket probably has a big chunk of its work taken up with complaints from IFP people of varying levels of merit.

If you come to the attention of these people you can get buried in paperwork and have to defend yourself over and over. It’s upsetting but what can you do? You don’t want to take away people’s right to access the courts. But balancing that with turbocows that drop lawsuits as easy as breathing is rough.

Maybe vexatious litigant status should be a little easier to apply?

Yes, even if you become one you can still usually file as long as the judge gives the go ahead like the one woman in Virginia (Dora Adkins) who sues everyone over everything. She recent has one for October against the American Service Center Associates of Alexandria. This is despite being labeled as a vexatious litigant back in 2017. The Western court system is fucked and needs an overhaul.

Some other legal systems will, by default, have the losing party pay all court fees + the legal expenses of the winning party (though lawyers do not necessarily command as high a salary as in the US, so legal expenses are not quite as exorbitantly high).
The thought is that if you were sued for no just reason, the expenses you incurred to defend yourself from a bogus suit were thus also not justified - so why should you carry them.
On the flipside, if you are certain that you have been wronged, you can go into the matter knowing full well that your legal fees will be taken care of and you need not fear impoverishment by seeking justice. Usually one can also file in forma pauperis, but pro se litigation is, for this reason, even rarer than in the US.

I realize the US also allows one to recuperate attorney's fees, but it seems to be something one has to actively seek if I understand correctly?

A better solution is to require a vexatious litigant bond to file suit, so when they lose, the defendant gets it.
