I think part of it is because they make these comments in the safety of their own home where people are naturally less guarded as is.
They don't quite realize it's like yelling these statements in the middle of a crowded pub, or being on the megaphone to a stadium full of billions.

It's fascinating to me that the kids who grew up with the internet and social media seem the least aware that it is a public platform, the most spectacularly public platform that ever was. Anything you post is available to hundreds of millions of people around the world, including pervs, meanies, psychopathic stalkers, potential employers, your grammy, your first grade teacher, your crush, the gubmint. Forever. At least the way things stand now.

It's partly that, but it's also that they want to maximise their audience because so much of their identity is tied up in the number of social media followers they have and how many likes/shares their brilliant insights get. Many of them also want to monetise being NEETs, which requires a large audience.
Most of these idiots know how to keep their shit private but actually locking would deprive them of the audience, validation, and pitybux they so desperately want.
It is a bit weird because even 15 years ago "don't put anything online you wouldn't want to read on the front page of the newspaper" was an article of faith and search tools were much less powerful back then.
This current crop of social media chucklefucks also never verify what they post/retweet. Another huge change from the days when people used search engines and sites like Snopes to challenge what they read online instead of mindlessly retweeting it like the village gossip.
Privacy legislation exists in many countries, but it covers information which is actually private - it can never cover information people voluntarily made public. Not even "right to be forgotten" legislation can address that.
