It's known as a "false compromise". You start by establishing an extreme version of the position you actually want to argue for. For instance, "Some think the Holocaust didn't happen at all, and that the Nazis never killed any Jews." Then, you walk back from this position toward the supposed "middle ground", and say, "Well, the Nazis probably deliberately killed some Jews, but a lot of them died because of famine in the work camps, and besides, the Jews sort-of brought it on themselves. See? I'm being moderate!"
