As far I can tell the Arrow series was meant to be "let's do a Batman show without taking a risk by actually using Batman." They did not divert hard from GA's origin but a lot about the show's first season screamed Batman, specifically the Nolan Batman.As crap as the final seasons and newer shows were. The arrowverse probably had a more successful run than the DCEU. The fact DC and WB didn't capitalize on the popularity of Green arrows during the first two seasons of Arrow shows how intellectually challenged both companies are. Before CW Arrow, Oliver queen was one of the most hated DC superheroes. He still is.
Regarding capitalising on the show's success how should they have done so more? Stuck him in animated stuff? He showed up a lot in the oft mentioned Batman Brave and the Bold as well as getting one of the DC Showcase one-shots. He also continues to get various comic runs but I doubt those are what you mean. I suppose you could have done a movie but with Arrow running you either do that version of the character or the comic one, those are very different versions of a minor character so you gamble hard doing so. Having a Superman movie when Smallville was airing would have been one-thing, Green Arrow is nowhere near as well known so you have to pander to Arrow fans or comic fans.
I honestly don't think he's an accidental caricature of a liberal . Certain writers might have changed that or tried to pretend he isn't but at times Oliver in the comics comes across as a full blown mockery of the ideals he holds. While he might at times manage to support the values he claims to hold he also often falls over his own two feet due to not being able to stick to them.
To say nothing of him occasionally being the male feminist stereotype, though one with a better track record with women due to having a degree of charm. Were he in the real world by now he would have been MeToo'd a lot and I would be unsurprised to see DC doing that story at some point.
