Ralph certainly doesn't give a shit about him. Evan is in a nursing home in South Carolina. When his dad died, Ralph filed in Arkansas to get his dad's estate. When they did that, they gave him joint ownership of that crackshack... with Evan. Now that he has guardianship over Evan, he can sell the house. So yes, it was for financial reasons. No doubt Evan's care is already being taken care of by disability checks so he's not really taking on any financial responsibility in doing this, he only stands to gain by selling the property and then he can go back to forgetting Evan exists.
i actually dont know why we even have a court system at this point if it cant even decide sex offender felons who have outright said theyre greedy amoral scumbags shouldnt have control over some retard. you could accomplish the same thing by just having red velvet rope lines to the potential crime scenes to delay the criminals from action about all it is.
