The only reason I don't believe Dev is getting funded by Wu's PAC is because it'd be throwing money into the aether like a retard. Paying Whick or Xanderhal or Conor or the people on that list at least makes SOME sense, for the simple reason that AFAIK, they're all americans, so any money they get is put back into the US economy, and you don't have to do any further documentation or taxation or shit to give a foreign person money. That said, paying money to someone like Xanderhal, who is basically stagnant, might as well just be throwing it into the aether anyway, so...
Dev, however, being Canadian, means that Wu would have to pay extra taxes and fill out extra paperwork or legal shit, in order to get essentially diet-Sargon, who's reach within America itself is not as much as most of these other people. So it'd be even more throwing away of money.
TBF, given all the shit currently happening with Tenet Media and such, where people like Tim Pool and co. who were already anti-Ukraine/anti-intervention were paid money to be more of that, I wouldn't put it past Wu to hit up Dev with "Hey, fat boy. I love how much you ride that fence. Here's $1000 for you to spend on maple syrup and tranny NSFW content. Ride that fence even harder!" I just don't think the regulatory hurdles would be worth that.
I think Wu, much like Dev, thinks himself far more clever than he really is and so may very well not be filing
any of this properly. I say that because Brianna appears to be of the opinion that so long as he claims he's paying these streamers for "canvassing" that none of them, nor Progressive Victory itself, have to disclose there's been any financial transactions at all because it's not for streaming, it's for "raising awareness", or whatever other crap he claims the money is for, so long as it's not making content. Of course, that's patently absurd and I'd love to see him make that argument to the FTC, FEC, IRS or whatever other alphabet agency is interested in this kind thing; all the ones you actually don't want to mess about with. Everyone knows they're paying streamers to stream and it doesn't matter if it's PV or Tenet; that money needs to be disclosed. According to the indictment from the DOJ, Tim Pool et al genuinely didn't know where Tenet was getting the money from, but with PV all their income is public as they are a PAC, not a private company, and the primary donor is Democrat super-fund ActBlue. I find it amusing that Dev's response to Yellow Flash in defence of PV paying streamers (not to stream mind you) was legitimately that it's okay when they do it because it's less money than Tenet was paying Pool.
I suspect that the heat those people who took money from Tenet are currently receiving is exactly why Dev tweeted out what I believe to be a fake list of PV's paid shills and the same reason Brianna is currently throwing out support for Lauren Southern publicly, because Wu knows he's done the same thing as Tenet, and knows that if the conservatives are eating shit over it, inevitably that means those conservatives are going to be looking for a target on the left to point to and go "look, but they do it to" and that puts a massive target on his head, hence this

Considering Wu's entire argument as to why none of the people PV pays need to disclose their funding is because it's "not for streaming", I absolutely would believe he's dumb enough to pay Dev, a foreign citizen, for the same "canvassing" as he pays Xanderhal, Whick, Conor and whoever else. I'm just speculating, of course, for the time being, but I really do think they're all that dumb and do all this while patting themselves on the back, thinking they've come up with some ingenious plan to outwit the US government and of all it's agencies, the financial ones at that. A bold strategy and Dev is a complete idiot for implicating a bunch of streamers, even if falsely, whilst this entire dumpster fire is raging over Tenet. Wu is trying to at least ingratiate himself, meanwhile Dev seems to think the better idea is to start pointing fingers in jest.
