It wouldn't be necessary for every single particle for the same reason an open world game doesn't need to render every NPC, every monster, every dungeon, etc. at the same time. Or how games on the PS1 would have visible "pop-up" effects. For all we know, that's why we have the concept of "observable universe" since while the unobservable universe is necessary for a true universe simulation, we don't need to be able to observe it since it would take too much processing power.It's probably one of those evolutionary AI models. All the simulation technically needs to do is simulate the laws of physics as well as the state information for every single particle in existence (so just imagine what the world outside the simulation would have to be like to produce that kind of processing power...) then you add matter to the simulation and things just play out according to the rules you've set up.
Unless you're going for the Last-Thursday-ism then yes that is pretty weird.
