The Vivian Girls are LGBTQI+, so they tick that box, and they are often costumed in a fashion that would make the characters very popular in the BBC offices.

Only vaguely on-topic, but one of the few racebends like this that was actually good was Mos Def as Ford Prefect in the Hitchhiker's movie. As for bringing back Donna/Ten; what they should have done is this:
Ten is from right before he visited Rose/regenerated into Eleven. He gets grabbed by mystery forces and ends up on a wreck with a bunch of people, one of whom reveals himself after about 20-30 minutes, as the 14th Doctor. He reveals that Donna has been grabbed after her wedding by aliens (let's say, the Bannermen from Delta and the Bannermen) and holding her hostage to lure the Doctor to his death. 10 and 14 rescue Donna and during the fight, we find out that the Doctor fucked up and Donna really DIDN'T need a mindwipe and would have survived becoming a human/time lord hybrid and Donna gets her memories back and 10 is mortally wounded. 10 apologizes to Donna as he's sent back into time via the person who grabbed him in the first place: the Black Guardian, who the Bannermen are working for. 14 and Donna beat Black Guardian and the Bannermen and Donna becomes the new companion for a season or two to help serve as a lure to get fans back. THEN introduce the barely legal tranny companion once you restore the ratings/audience with two solid years of Black Doctor/Donna adventures.
Frankly I don't get why the Doctor really should mention or care for current political events. Someone or something like Trump/Brexit at least for now seem innefectual and not too much of a great change in the tide of history. I would consider stuff like Caesar and Augustus' codification of the Roman Empire, Constantine popularizing Christianity in the western world, the Mongols' radically altering the genetic makeup of Eurasia, Christopher Colombus' successful voyage to the new world, the development of the atomic bomb or the dawn of the space age much more important events that impact the very nature and historical progress of humanity. Those will always be remembered. Unless something changes Trump and Brexit will be seen as odd-ball deviations from thefrankly very grimpath humanity has been going. It feels so outdated and petty and small scale to mention these. it's going to age so badly in a few years. At least the jabs at Tony Blair in RTD era were just that, jabs, not whole episodes like Arachnids in London or whateever it's called where the whole plot centers around a Trump expy.

Also, Nu-Who has always been infamous with how it approaches lore and concepts and it's back catalog of past characters. People like Romana, Rani, and the Guardians and UNIT personal like Benton and Yates are off-limits from referencing or showing up. Yet you have shit like the motherfucking MACRA (who's episodes were lost to the ages for DECADES until they were animated) showing up along with the Autons showing up.
