You can escape and hide because half the terrorists are blind and half are deaf. You can use disguises to fool the deaf terrorists, to keep that sort of immersive game-play element.
Each level would be a new big box store with every item interactable. The last level would be a vegan grocery store filled with safety products.

The deaf dudes is actually a great idea, no need to sneak if they can't see the player so they can be rushed and silently taken down if they turn their backs. That's a big cat predator move, could be fun. With the blind dudes you can hide in plain sight if you keep quiet. Use tricks to separate a deaf-blind patrol pair to exploit their weaknesses.
