It's an indie dev studio stationed in Montreal that was co-founded by some manner of desert goblin whose previous works include stand-out titles like Boyfriend Dungeon. The studio's dedicated to "inclusivity", which you can see in their unflattering about page. Tarn (ToadyOne) collaborated on/helped edit a book with Short in 2017 about procedural generation with chapters written by a bunch of people, with a revised version in 2019. In March 2019, Kitfox partnered with Toady to get DF published onto Steam. That's, coincidentally, the same time Toady tweeted about adding trans dwarfs. As expected of Discord, the Kitfox run server for DF is your standard cesspit of the mentally deranged. That's about it, as far as I know.
At least one troon, has the usual soy vibe of nearly any indie company, I can't see they're any worse than other companies Tarn could have dealt with and he's written at least one relatively well regarded book with one of the people from there. So far it's a nothingburger but keep an eye on it I suppose.

I don't know about filtering stuff that goes out, but there is the Canada Media Fund which gives money to art projects. Kitfox has them listed as a partner and mentions their game Moon Hunters, but I don't know anything about what the application process and all that entails. They sure do love mentioning inclusion and diversity on their website. Could also be the Canadian Council for the Arts, since they apparently fund art projects like an anarchist classic Fallout mod.

No, they literally don't and never have. Tarn was asked a question once and said "yeah sure that sounds cool" but nothing progressed past that. I've looked through the RAW files for the dwarves themselves and there is no mechanism through which a dwarf can switch sexes.
