Part of the problem is food is used as a drug in the US. People are eating to gratify enjoyment and stress relief needs in their otherwise miserable lives. There is an underlying mental health and just generally "past the breaking point" factor that leads to the potential for riots. It's not fear of starvation, it's fear of boredom and limited gratification. It's complicated to fix this because suffering is just a part of life. It's unrealistic to expect the government can make you happy and fulfilled. It can't. People need to seek out other people in voluntary communities to give them psychological and social support networks. They should have families to do it too. The government can give you food, but it can never give you soul food.
