The substantive argument isn't about whether it is a "budget" or a "continuing budget resolution," but whether there were opportunities to avoid the actual catastrophe, and there were 12.

Wasn't it in 97 the last actual budget was passed? Its been a continuing resolution for 30 years, just taping things on.

Who said anything about cutting it? Those things should go to impoverished Americans, and never non-citizens, least of all illegal ones. That's what is holding the federal government up right now.

There were tens of thousands of opportunities for the Republicans to stop this by saying "yes" to the ACA extensions, so the blame is roughly 99.999999% on the side of the Guardians of Pedophiles.

They've usually passed something like a budget, but not a full budget, i.e. one that actually paid for everything. It's always been incomplete, with continuing resolutions patching the leaks in the sinking ship.

I would definitely just give a mugger my wallet to avoid getting shot. I live to fight another day, I don't carry much cash, I can cancel my cards, I can call the police and maybe the guy gets caught. If I get shot I'm dead or injured.

As mentioned previously, it's judicial precedent. Congress is supposed to control spending, not the judiciary. A judge can say whatever the fuck the want with regard to budgets and spending but it doesn't magically mean it's enforceable either.
