The actual problem here is the legal autism that you have to go through with determining which foods that you can and can't buy which will get influenced by companies lobbying the government so the easy solution that the government has gone with is to just let people buy anything that is classified as food (alongside food related items like pans I think?)
Counter argument: there's an easy fix for that. Make it like WIC, where there is an approved list of appropriate and nutritious foods that you can buy and have stickers next to the price tag that clearly indicate which foods are available to buy with EBT.
I don't think that EBT should remain being improperly regulated in that regard; I'm just saying why they are.
