I don't think so? I believe Democrats typically would pay people or groups to help organize voter registration efforts. The voters themselves wouldn't get paid for registering. They can then focus on having those people work on registering those only in specific voter districts that lean in Dems' direction to try ensuring they get those votes coming in.

What Musk is doing is unique as its try to pay the individuals to register to vote, but being coy about it by saying it's just for signing a petition.

It's a bit goofy since Musk could honestly do the exact same thing as Democrats, paying for people to help others register to vote in heavy red districts, and legally be in the clear (I believe). But this typically is a lot harder for Republicans to do as they often live in more rural areas in comparison to Democrats living in denser urban environments.

There's been issues over the years for Republicans just wanting to do door knocking efforts, like in 2016 they used a system that had volunteers designated to go from one house to the next, with the houses being over an hour drive apart. It was pretty retarded, but hardly was a unique experience. Then when they've tried professional groups they keep getting people working for them who are Democrats not caring if they genuinely convince anyone of anything as they're just trying for the paycheck. I think Scott Pressler has tried calling this practice out since the GOP has typically been horrible at supporting any volunteer efforts.
