Well, if you checked the breakdown on the article, you could would see the largest recipients by far of that 71 billion in aid to Ukraine and Israel, (followed by global programs, which I belive is mostly treaty obligation stuff) which are not getting cut. USAID is more of a foreign policy carrot than some grift scheme, although like all levels of goverment (or any sufficiently large organization) there is some level of grift due to the inherent inefficiencies of beurocracy. I think the 0.01 % of the budget thing mostly applies to education and sub-billion expenses.
