For me, the more pertinent question is how The Outer Worlds will stack up to Starfield since they're both new IPs in the sci-fi genre. It's tough to imagine that it'll be comparable (much less competitive) with Fallout or TES VI.
I need to see gameplay both from all of them before I can make a judgment, since it's entirely possible that - for example - TOW takes a linear swerve (putting it closer to say, Bioshock) that makes it pointless to compare to the Bethesda titles.
But if Obsidian and Microsoft have any neurons left they'll just crib the New Vegas gameplay model and improve on it, because (like I've said) there's a huge, growing market for "Bethesda game minus Bethesda".
