Everyone talks about how the NCR is stretched too thin, but let's compare how much territory they control:

Here's the list of US states by area. California is about 163,000 square miles. NCR also controls Oregon, which is about 98,000 square miles. That's a total of about 262,000 sq. mi.

Now let's look at the square mileage of Legion territory, the four states:

Arizona: 114,000
New Mexico: 122,000
Southern half of Utah: 42,000
Colorado, at least to Denver: 52,000

Total: approximately 360,000 square miles.
Thus, the Legion controls MORE territory than NCR, and rules it with an iron fist. Why is NCR stretched too thin, but the Legion is not? There should be a explanation for this better than "the Legion need plot armor so they can be the designated villains."

A Legion-aligned Courier can even discuss this with Lanius, who has doubts about the wisdom of invading California. He recalls the Denver campaign and how the Legion nearly got tilted due to long supply lines. He's only on board with the war with NCR because he is personally loyal to Caesar.

And off-screen, the NCR has horses, mail couriers, and rail lines, which would do wonders for logistics. That infrastructure is more sustainable long term than what the Legion has, because eventually, you're gonna run out of human pack mules to run to death.

The good things first:
  • I like the map its probably the most unique so far (I'm playing New Vegas for the first time)
  • The implants and shit are neat my Courier went from being a puny weakling to a cybernetic badass in a couple of quests.
  • I like how New Vegas DLCs are connected by an overarching storyline like slowly teasing Ulysses and even referrencinge Elijah
The bad (probably nitpicks I dunno):
  • The humor is pretty Reddit/MCU tier "keep your penis tipped feet away from me" only makes 13 year olds laugh.
  • Who the fuck thought that a nearly 30 min. conversation should be one's introduction to the DLC? seriously
  • This is likely an issue with my PC but the game has been crashing nearly every 5 minutes since I started this DLC and sometimes my character just randomly clips trough the floor and the only way to fix is to close the game, I dont' have that many mods since I'm playing TTW, but maybe this one is on me.
The "humor" gets tiring after the first playthru, but at least it's not as bad as the writing in Fallout 4 or the TV show. Honestly, the DLC is at it's finest when it stops putting up a facade for a few minutes and you realize just how fucked up the entire situation is without the humor, you get this a few times in the DLC like when you talk to Mobius and he explains everything. The introduction at the start is a pain in the ass on repeat playthroughs but you can actually skip the entire thing if you just tell them to skip straight to the chase(forgot the actual dialogue line).
BTW, download NVAC(New Vegas Anti Crash), it's black voodoo magic that stops about 95% of all NV related crashes. Works like a charm, even with hundreds of mods. Clipping thru the floor is beyond me, never had that happen, you should re-install the game and make sure that NVAC is installed.
Why is NCR stretched too thin, but the Legion is not?
Brahmin Barons and political corruption that makes sure everything is done so that only they benefit. They are DA JOOZ of the Fallout universe, pretty much every failing of the NCR, including their downfall, can be explained by them. People forget that NCR really goes to shit after Tandi dies, so much so that the plot of Fallout 3 AKA Van Buren would center around a disillusioned NCR scientist who wanted to nuke NCR out of existence(parts of his character and plot elements from the game would be recycled for Ulysses and Lonesome Road).
Legion is ruled over by Ceasar with an iron fist so it is as effective as it is, but just like Tandi the whole faction is similarly going to fall apart once he dies. Not overnight, but by corrupting and social decay/incompetence, just like NCR. Not sure if the contrast was intentional or not, but it's thematic kino.
Anyways, NCR can still continue to buy power and water from the dam under House, so he is the best ending overall. Hell, stopping the expansion in it's tracks and ruining the political career of Kimball/Oliver might even do the republic some good.

Possible explanations:
1. Legion territory is empty. New Mexico and Arizona are already really hard to live in due to the climate. If you have people barely surviving through raiding, roll in a brutal civilization and kill even more of those people to establish order, you get to brag that your territory is crime-free because there's less than one-thousand people (barely) existing between those two states. The Legion might be a giant tribal army that only sustains its numbers via pillaging with its "safe roads" actually being desolate caravan routes.
2. It doesn't count as crime if it's the military. If Nipton was just a bunch of crazy people crucifying prostitutes, that would rack up the murder statistic. But because it's done for the good of Caesar it is considered just another errand the frumentarii perform. For all we know, Denver is a pit of horrific violence to this day but it's Caesar breaking tribals, which isn't crime so much as prepping more guys to wear old football gear. This could be true of all Legion territory.
3. Citizens of the Legion are functional. If your standard of living was equivalent to Goodsprings in a setting with deathclaws and cazadors, and all you had to do was heil Caesar and occasionally provide a representative with a wheelbarrow of food (which you not only grow in excess but store) then why rebel? We love our liberty and democracy, but we also live comfortable lives with no risk of being eaten by giant scorpions or roving cannibals. It's hard to imagine genuine loyalty to a charismatic leader because that sort of thing barely exists in western society nowadays but it does happen. Also there's the simple possibility that Caesar rolled into a self-sufficient town and went "actually this is mine now", everyone shrugged and he never visited again.
4. Caesar's history autism is correct and a brutal archaic civilization is actually a great way to quell the unrest of post-war America. Caesar is also correct in that this civilization colliding with a more democratic one will fracture both and ultimately create a third, better thing combining the best elements of both civilizations.

Fallout's persistent great man theory is getting a little old. If I was magically given the reins of Fallout, I would probably look into writing a fragmented Legion that not only survived Caesar but just turned into neighboring states that facilitate trade and survive without serious issue. NCR refugees would also be a large population who take after the post-Caesar Legion example but have a harder time due to everything in California breaking down without a reliable centralized government. "Why did we kill the Enclave? They had an R&D department and old world schematics" would be just one of many justified complaints.

The Legion has flaws other than being edgy larping slavers, which may be present in-game but aren't portrayed clearly. If they decide to push into California, the NCR's supply lines will get shorter, making it an easier fight.

Arizona and New Mexico have plenty of desert foliage, as well as river water. Once they cross into California, it gets much more treacherous. They'll have to go through the Divide, which according to Joshua Graham, is somewhere near Death Valley, literally the hottest place on earth.

They're gonna run into the same problems as NCR, especially when they run out of slaves to throw into the meat grinder.

But all of that gets hand-waved away, or at least brushed under the rug, in favor of them being portrayed as this unstoppable force, because the game needs a villain. The Legion's writing seems to rely on "muh tough and edgy villains" as an everything-proof shield.

This got a chuckle out of me. Imagine living in the sticks, not knowing who all those factions outside of those extremely local to you are, and here comes this clearly autistic balding raider with a crossdressing fetish, telling you that this entire town is under his command. Then he just fucks off and you never see him or his men again. What do you even make of that?

The game makes it a point that is is a break it or make it situation for the Legion. They will either fold under the pressure and likely fall apart, as Legion constantly needs to expand, or they will succeed and then the real work begins. With Vegas as the New Rome, Legion would shape itself into something else, possibly a fusion of NCR and old Legion, or it would fall apart for reasons similar to those of NCR. Either way, the Legion seems unstoppable because Ceasar is bringing everything they have from their years of conquest, just like you hear about Veteran Rangers from the NCR making their way to Mojave Ceasar has his own veterans escorted here, along with Legate himself. The problems that NCR and Legion face might be similar, but Legion is naturally more adept at handling them, the game makes that much clear. They don't have the same problems with bureaucracy or corruption within their ranks as NCR do, and their men individually are a lot tougher than your average NCR trooper, hence why Legion can equip them with nothing but football pads and a machete and still make them a viable fighting force. Moreover, they don't have the desertion or morale problem that NCR has, not just due to them doing better but because their culture has no tolerance for weakness or betrayal, making this is a non-existent or at least a self-solving problem. For contrast, you might meet NCR deserters as early as Primm who will try and shake you down for money, same town that has it's own standing troops run around without body armor and varmint rifles because supplies aren't getting thru(not to mention simply letting nearby convicts run loose killing and raping traders because the troops can't handle them either. Hell, Jackson has you killing Giant Ants, implying that even they are a big enough problem for your average trooper that NCR needs to hire outsiders to do extermination work for them. No wonder conscripts want nothing to do with this).

Indeed it did, I can now play again, the floor clipping I dunno if its TTW related or just some weird bug that I had the misfortune of finding, it fortunately doesn't happen that often, so far its happened 3 times, one in the BoS bunker, one in the Big MT main map just outside the sink, and one in the fake school with the cyberdogs at the x-12 Center.
And another funny clipping bug that happend, I reached the research center the one with the Harness equipped with the cyber dog gun, but theres this forcefield preventing me from going downstairs, so while I was googling in my phone how to get past the forcefield, the harness somehow clipped trough the forcefield and appeared right in front of me, so when I looked up at my pc the skeleton dude was right on my face, it actually startled me.

Square mileage vs population and development. The land the NCR occupies is far more developed and populated than the Legion. There’s maybe 3-4 small cities the Legion actually controls, while the NCR owns all of California, Oregon, and parts of Mexico. Their strategy is to occupy and control, as that’s the only way they can maintain order. With the Legion, they’ve got scattered tribes to care for as opposed to major settlements. Between the two, NCR is bigger because of their population, not geography.

It’s pretty clear that the Legion is effective because it’s been a non-stop military campaign from the beginning, the whole faction is built for it. NCR started from the peaceful remnants of a Vault and grew through trade and diplomacy first, then military conquest. Their goals are different.
 
The land the NCR occupies is far more developed and populated than the Legion.
That population is also their strength. One loading screen directly says that what the NCR troops lack in skill, they make up for in numbers.

The Legion has reached its size and strength by brutalizing weak tribals into submission. The NCR is the only force they've faced to have parity with them. If you look at how they act in-game, the Legion has to rely a lot on asymmetrical and guerrilla warfare.

You need to upgrade your sonic emitter gun. In order to do that, you need to do the fake school quest to the point where they have you test the gun itself on top of finding terminals.
BTW don't bother looking for the weapon upgrades for it, there is only one that matters: Tarantula, found in Higgs Village(in the same house that conveniently also has a holotape for the jukebox that upgrades the gun for you). It's bugged, the gun is supposed to set the enemy on fire on critical hits, but what it actually does is instakill the enemies, gibs them and then sets their corpses on fire. This works on the biggest, meanest enemies in the game, as long as you get a critical they die in one hit and every sneak hit is a guaranteed critical. Hilariously overpowered with a stealth or high crit build.
Shame, I was sort of looking forward to FOL.

Some talented modders bit off more than they could chew, then they started making promises they couldn't keep. It turns out that they were nowhere near ready when their deadline for April hit and the next gen update was just a happy coincidence. Now leaks are coming out that the game is still in it's pre alpha builds and that it has fish people in it, plus their discord is full of degenerates who jack off to them. Now, the devs are openly saying that they lost hope in the project.
Oh, and their patreon plus merch brings in over 5000$ a month from the grift. Why have it ever be completed when someone is making bank on what, a few mods released on nexus and an update video here or there?

NCR can't spare enough reserves to deal with major gangs, sitting around southwest vegas ruins unmolested. Meanwhile, Caesar assembled second army after his initial setback, clearly indicating a sizable pool of men. If there's any trouble at hoover dam -- that's a downward spiral for Bear from here onwards.

The NCR can't even expand north up the coast of the Pacific or have running power armor after fighting the BoS out of their home and sitting on who knows how many old world army bases.
People say NCR owns Oregon. But the only bit about it is Arroyo which is inland on the south side of Oregon. The NCR is really weak and just as technologically backwards as the Legion. They just LARP as something you find more appealing.

The Legion is just not well written and if you look at the design docs it wasn't gonna be well written. Under all the writing they gave Caesar and Vulpes the Legion is just the same band of raiders from Van Buren but this time they are all that is left of Arizona. No thought was put into how such an organization would work. The reason they are slavers is because in Van Buren they were slavers and that was a core part of the story that would impacted player. In FNV they are slavers cause slavery is bad and that's what the design doc said. Same reasoning for not having women in their ranks. The only part of the Legion that makes sense is the shunning of drugs and debauchery both as a foil to New Vegas and as something that makes them stronger with the downside of going too far and shunning medicine as well.
And it's a damn shame because you can easily give reasons to all of the Legions traits besides "they bad and the doc said they bad". Slavery is an almost natural occurrence in pre industrial agrarian society. Men only military makes sense if you fight wars of attrition as casualties will hurt less.
It's interesting how most of the things kept from Van Buren and especially when they were kept un changed made everything worse.
 
I just popped in as I was curious if London ever actually released or it fell into discord hell after that update to FO4. And is there any real reason why it should have been delayed for so long? Were they waiting on other mods to be updated for the first time in years aside from the script extender?
