Everyone talks about how the NCR is stretched too thin, but let's compare how much territory they control:Legion would keep the roads safe, but then everyone would become a slave.
Here's the list of US states by area. California is about 163,000 square miles. NCR also controls Oregon, which is about 98,000 square miles. That's a total of about 262,000 sq. mi.
Now let's look at the square mileage of Legion territory, the four states:
Arizona: 114,000
New Mexico: 122,000
Southern half of Utah: 42,000
Colorado, at least to Denver: 52,000
Total: approximately 360,000 square miles.

A Legion-aligned Courier can even discuss this with Lanius, who has doubts about the wisdom of invading California. He recalls the Denver campaign and how the Legion nearly got tilted due to long supply lines. He's only on board with the war with NCR because he is personally loyal to Caesar.
And off-screen, the NCR has horses, mail couriers, and rail lines, which would do wonders for logistics. That infrastructure is more sustainable long term than what the Legion has, because eventually, you're gonna run out of human pack mules to run to death.
