That's because Van Buren was going to be centered around it. I recommend Retcon Raider videos if you want to get caught up on what the story with New Plague and the rest of the game was going to be, or read the leaked design documents yourself.
TL;DR is that this was basically Fallout COVID: It caused a major pandemic in the US that shut down everything, it caused people to get very sick and have strange side effects, it was spread by China(because of course it was) and the Chinese were trying to use it as a bio weapon in an attack on Hoover Dam before the war, that's what the two Chinese Stealth Suits in New Vegas are supposed to represent. In order to fight the worst side effects of the virus, and in turn to create a counter-bio weapon to sterilize and eliminate the Chinese, US tasked West Tek with looking into the FEV project, which ended up having quite different effects to what the government intended. The Super Mutants that FEV created DID resist the New Plague, as they also resisted radiation and other biological agents, not to mention their increased strength and physical durability, but the US military was more interested in FEV's potential for creating super soldiers, hence the experiments on human subjects in Mariposa. It can even be assumed that the different strain of FEV that Vault Tec was researching in Vault 87 was tasked with making dumb, obedient super soldiers with their own formula instead of focusing on the resistances like the original West Tek strain, hence the even dumber and even stronger muties of the East Coast. The founding fathers of Brotherhood of Steel were the first to find out what was really going on in Mariposa, and later Richard Grey found the vats as well, the rest is history.
BTW, ever wondered why the first target by the Chinese wasn't the White House but West Tek aka The Glow instead? This is why, if we follow added content from Fallout 2 Restoration Project as canon, the public actually knew about US Government creating bio weapons to sterilize the Chinese, which caused quite a stir among the public and especially the Chinese officials. We don't hear much about it because Chinese were our enemies after Anchorage and because there were so many other things going on that overshadowed it, like annexation of Canada, resource shortages, food riots and general public unrest. If you watch those Retcon Raider videos, you will also know that there were quite a few riots during the New Plague pandemic as well, it was a big deal in the Fallout world. The game that would have explained all that was never released, so I guess Bethesda wanted to confirm that the virus indeed exists, just not to what degree so that they could do something with it in the future.
No, pretty much everyone who played the first game already knew this, since the first game isn't very big and The Glow would be one of the locations you would definitely want to explore, between some of the best loot being there and The Brotherhood(which you DEFINITELY want to join since they are the only ones with access to Power Armor) sending you there anyways. As I've written above, FEV is a big deal, and New Plague was the catalyst for it. West Tek was where all of the pre war problems plaguing New California can be traced from, between the facility being a prime target for the Chinese, the FEV being released into the air creating many mutations to concentrated FEV creating abominations like Super Mutants and Deathclaws, you can tell why Brotherhood feels so strongly about controlling the technology and keeping it away from layman hands, when they have to basically live next door to both Mariposa and The Glow. Trading all that away because the new crop of Fallout fans couldn't find an Oxhorn video explaining it to them for what is essentially a 50s parody of "Radiation makes ants big, haha!" is fucking stupid and exactly something that would appeal to the retarded Bethesda fanbase. This is why they are usually not taken seriously.
BTW Bethesda broke not only old lore but also their own lore many times, it's clear that they're either too stupid or too ignorant to spend 5 minutes looking things up on the wiki or reading the FOB. I wouldn't take their retcons too seriously, unless you really want to tell me that Jet was a pre war drug despite Fallout 2 hitting you over the head that it wasn't, or that Ghouls don't need air, food or water(Necropolis?) when they can just take magic science juice serum(the TV show introduced that, and yes Todd considers the TV show canon)

So, I got a pretty ancient bug that I just found out 20+ years later:
In Sierra Army Depot, you can get Skynet as your companion. You need three parts to construct a working robobrain to transfer the AI onto, and this companion is unique in a sense that the better your science skill is, the better Skynet's performance will be. Sub-optimal science will give you a damaged or chimpanzee brain, both of which will render it nearly useless as a melee companion that cannot be healed with stimpacks. With a decent science skill you can get a proper human brain, and with science at least 125% you can get the cybernetic brain, the one you actually want since it turns Skynet into the best sniper in the game that can also auto-repair after each battle.
Now, if your science skill isn't up to snuff, you're SUPPOSED to be able to drag one of your unwanted companions, like say Vic in my case, into the nearby Vault-Tec Organ Extraction Machine, by simply leading him there and interacting with the nearby terminal while making sure your other companions are watching from a distance. This has been covered in Per's Nearly Ultimate Fallout 2 Guide, a perfect resource that has been the staple of many Fallout 2 playthrus over the years.
The information there is accepted as fact, so much so that even the wiki covers the organ extraction...except that this isn't actually possible in the game, not even the latest version of Restoration Project. You see, the script for the brain extractor is a mess, and you will never actually get a brain out of any companion. Why nobody has been able to verify this, nor why this was never fixed in the RP is beyond me, but luckily, there is a solution:
I attached a zip file that I found on NMA, you can download it from there as well if you want
It contains two files you drag where the readme tells you to, and the raw script is there decompiled as well, if you feel like tinkering with it or looking thru it. I can confirm now that you do not need to load an earlier save, one where I was standing right next to the machine ended up with a human brain spawning right next to the corpse of Vic. Janky solution, but it's better than nothing, more importantly it gives non-science boy characters a way to get at least a mediocre Skynet without dealing with the alternative method that is dependent on your science skill, like it was originally intended.
Not sure how many people here actually play Fallout 2, but if you're planning on doing so, make sure to install this script. Oh, and I found out that if you download the Megapack, another Fallout 2 mod, apparently there is a quest to turn Skynet into a sentry bot, if that's something you feel like doing(not recommended personally since these are really big critters that will move slowly thru the map and block doorways/not able to get thru doors, so I will stick with RP).

I have balked twice now at installing Fallout London. The downgrading/installation fuckery required to get this piece of shit working just isn't worth my time or limited brainpower, but I'm happy other people have persevered (even though they've probably compromised their Steam accounts lmao).
I'm reminded of this recent classic:

I had the foresight to never update Fallout 4 to the next gen version so I was able to install that version just fine (but I did just copy the whole game over to another drive since it apparently overwrites a ton of shit in the vanilla game's directory, and manual/MO2 installs of London seems to be heavily discouraged atm) Thankfully I didn't have much issue with the installation myself outside of having to move everything over to an SSD because load times are so abysmally slow otherwise. So far the only crash I've experienced is after the train just like everyone else, once I'm in game I haven't had too many technical issues, even before Buffout 4 to this instance of the game
As far as the game itself goes the first few hours are pretty slow but inoffensive. Writing is pretty bland but so far it hasn't been bogged down by any of the woke shit, but I know to brace myself for later which was proven right by a lot of posts in this thread. But the world space actually is really great, the best draw to this mod by far is exploring a really faithful interpretation of modern day London

If you use the downgrader on Nexus, the normal one not the one the London devs put out, you can do a patch downgrade now that doesn't require you to enter your steam info as long as you have some of the standard mods namely the script extender, address libraries and the backported archive 2 support system and it is fully compatible with London. I did this myself when I decided to try the mod yesterday and it worked fine.

I played that mod, there's a note in her inventory (a birthday card) that says she's 18 years old. Very lazy writing, but a lot of Frontier is like that. Anyway she's of legal age (since that apparently matters in a post-war wasteland) and I slap an explosive collar onto her every playthrough.
