The first game was made by the Wasteland team who had a ton of experience making a classic RPG in a post apocalyptic setting. They had essentially already made 'Fallout' as the Fallout was originally supposed to be 'Wasteland 2'. But they lost the license for Wasteland to EA and then lost the GURPS license to its owner over content issues as the guy didn't want his license to be used for a game containing so much gore and violence. Brian Fargo told them to find another name and when the names were all terrible he said to just use 'Fallout'. And they came up with SPECIAL in about a week to replace GURPS.The more I hear about Fallout under Interplay the more and more I think it was a happy accident the games were actually good.
Then in the future they would lose the Fallout license to Bethesda just as they had lost Wasteland before. And basically lose the original engine as well as Fallout would then become some type of FPS/RPG hybrid instead of a CRPG. Now both Wasteland and Fallout studios and employees are mostly back with Microsoft. Including Brian Fargo the executive producer of Fallout 1 and the creator of the Wasteland games.
