Weird news, pretty popular Fallout: New Vegas modder Someguy2000 - creator of the New Vegas Bounty series and "Bad Mothafucka" - has completely purged his Nexus account as of last month. This was after he had vanished for some several years, his last appearance being giving Roybatty hisb lessings to remaster New Vegas Bounties 1 into New Vegas Bounties LE.
The mods themselves are still available, but it seems like he chose to wipe himself off the internet. Probably got tired of trannies asking him to make New Vegas Bounties 4: Steven Randall Sodomizes Russell. According to fellow modder and the one behind the NVB I LE remaster of New Vegas Bounties 1, Someguy2000 either died, or he's just being dramatic about a retirement. Someguy2000 was a self-admitted obese alcoholic, so that could easily have been what did him in.

Try Fallout Nevada. It is actually a prequel to Fallout 1, but it's a fantastic title never the less. The same author made Sonora as well, altho I am not sure what the status of the translation is. Not really Fallout but it's still in the Fallout 2 engine, Olympus 2077 is a neat little title if you're looking for oldschool Fallout. You can't go wrong with Fallout Tactics, if you never played that before, altho that's strictly if you actually enjoy the combat in these isometric games. If you're in a shitposting mood, there is Oblivion Lost: a Stalker x Fallout 2 crossover, which is about as stable and well written as you think. Lastly, you could try ATOM Rpgs, which are spiritual reimagining of OG Fallout titles if they took place in soviet russia instead. Oh, and similarly to Et Tu being a successor to Fixt, there is a new version of Restoration Project that adds new companions as well as many more QoL changes. I haven't tried that one myself, so I can't tell you more.

Nevada and Sonora are still untranslated, and my Russian isn't strong enough to allow me for an enjoyable playthrough, would had to check dictionary every third sentence, plus i don't want to go into the machine translation, bots aren't that clever and there is a lot of neologisms and phrasal verbs, that could make such translation difficult.

I'm not really into Fallout 2 stand-alone mods, i like to play games i know, that are improved with mods, especially the stability, my last F2 playthrough was rife with hard-crashes and save corruptions, one of the reason that kept me away. I really like Tactics, a different, more tactical and combat oriented approach to the Fallout formula, but i don't want to replay it atm, i just want a nice, classic, more optimized, and slightly improved run of the original games.

I think i'm gonna check the Project Restoration, last time i had some issues with running it, hope the newest version will work without a fuss.

My dude, Nevada has been translated for years now, I'm on my 3rd of 4th playthru right now, started the other day. Sonora does have a translation as well but I don't think it's very good since it's a WIP.
Make sure to check the extended restoration project that came out recently, not the old one that has been around forever. I believe you can find it on github and on nexus(yes, there is a Fallout 2 nexus) if not on NMA itself.

I think playing Nevada right after Fallout 2 will be a right call. Nevada is actually a prequel that takes place even before Fallout 1, but the key word here is balancing. Fallout 2 gets real easy after a certain point, and the entire Oil Rig finale is just a power trip(or a cake walk without a single bullet fired if you know what you're doing). Nevada, on the other hand, is HARD, it will test your skill not only in classic Fallout but as an RPG gamer as a whole. Most of the game is spend in that early-mid game level where you are only equipped with barely passing guns and leather/metal armor, with combat armor and a decent late tier gun being late late late end game content(power armor is an optional side quest that will take you the entire game to finish and it's absolute dogshit compared to the APA or even the regular T51b). I think you will like this little struggle session right after the victory lap that is Fallout 2 end game, will wake you right up real quick.
BTW, speaking of toddslop, apparently Vault 13 project is coming from it's stasis(or leaving the Vault, as it were) as I've seen their twitter slowly reactivate. They're promising a demo this summer, here are a few screenshots:

I'm just so jaded that I am expecting Miami will fall into the same release purgatory that London is now in or that a similar situation will happen with them, there have been a few people that I have talked to who have told me that they have spoken to the devs personally and that I should have faith but reality is just often so disappointing and Fallout is such a cursed property at this point that I just can't help but be hesitant to get excited for it.

London is coming out soon, within weeks at this point according to devs. Now of course "Weeks" can mean sometime in July, but at the very least we have a actual timeframe instead of "When its fixed".

I'm playing a bunch of NV quest mods while waiting for the Elden Ring DLC and the biggest flaw I've noticed in the majority of them is that they are far too silly in tone.

Even the Frontier team now infamously admitted that most of them didn't play the original titles, some didn't even finish NV once as most of them are Bethesda fans whose first(and favorite) game is Fallout 3.
It's a shame that outside the Russian sphere, there is so little good quest/DLC sized content for the games. So much potential, but it's lost on how useless most of the fanbase is.

Nuevo Mexico looks kind of cool but the one thing that made me apprehensive is I noticed in the trailer the female characters are all very attractive looking and the hand/feet models indicate high poly body mods are being used.

I'm actually mostly ok with fanservice/eye candy but the Frontier's "hi I'm queen of the sewer snake people you want some fuck?" Makes me nervous.

Granted the sex stuff was probably the least of that mod's problems.

Honestly, the fallout fanbase is quite divided on the mere question over what Fallout should be like for them since we got many versions.

Mostly bleak with little humor ala F1 and 3
Bleak but sometimes silly ala F2 and Tactics
Not so bleak but silly mostly with a perk ala New Vegas.

I dont mind some humor but I prefer when the universe takes itself seriously.

If it only remained with what you said, it would be cringe but passable, The Frontier had some straight up legally questionable stuff.

Regarding Fallout community incompetence and drama, there seems to be a weird split in the "Sneedclave" Discord of which one member, Rat King, made that expose video on Schizo Elijah discussed earlier in this thread. In an ironic twist, he is now accusing the Discord group of doxxing and harassing him because he left the group after feeling tired with their discord coalposters being petty and spamming nonsense, porn and gore with Sgt Dirtbag (his YT channel) in particular being the figure mainly singled out for playing a role in a brief shitpost video made by the Sneedclave associate Pomen (aka Pomus, his Youtube alt) with his face and baseless accusations. The Rat King says they went too far and that Pomen is taking unreliable and false info from people in the Sneedclave with a grudge against him.

Spoiler: Elijah v Sneedclave Drama

An interesting thing I've noticed is that Elijah seemingly has had run-ins in his old Discord server from 2020-2021 with Sneedclave dating back to the summer of 2021 judging by this old video from Pomen and this other video from the same period by Gol who also is affiliated with the Clave. Also note that the supposed Sneedclave admin "Wank" seen at the end of Rat King's video is also seen in the latter with the Fallout 3 headgore pfp. This allegedly led to that server being shut down or quarantined. This drama seems to have started due to them finding Elijah's masturbatory opinions about Mexico to be cringe which made him seethe and get them banned from various servers. This led to the initial wave of shitpost videos from the Sneedfags in 2021/2022 and likely contributed to Rat King's expose this year.

To be fair, Elijah is not always the brightest or most sane. He apparently wasted a lot of his money on Buying crypto and silver in early 2022 to the point he forgot to save to pay his rent. This made a Discord mod of his, "Elder Double Cross" (seen in Gol's vid), at the time provide around $1000 to keep him under a roof lol (more on that guy later)

Sgt dirtbag has a video from 2 years ago mocking Elijah as well and it includes a sped up portion of the Fully Automatic Gun video shown in Rat King's expose. It also seems to reference some femboy that fucked with server. This must be the same faggot hurling accusations at Elijah. This also may imply that the fag allowed sneedclave guys back into his server behind his back.

Another oddity is this user woop dashoop constantly posting the same comment on the Clave's Elijah-related videos. Probably a sneed affiliate?

If I had to guess, private Discord drama between Elijah and these fags occurred in early 2021 after they teamed up to mock The Frontier devs. Elijah was so sick of them to the point he would send copyright strikes to reuploads of a deleted vid that both groups made together mocking The Frontier. This makes most of the Sneedclave Discord go from being funny shitposters to people primarily making their public personas focused on some petty grudge with Elijah. This leads into them mocking him fanboying Mexico and having some femboy in the server in 2021.

Now back to Rat King's expose vid. In the comments he pinned himself saying he got a response from one of Elijah's former discord mods. What's interesting is that this mod was the same age as the femboy during that same period. I suspect this teen mod might be Elder Double Cross because he was arguing in favour of Elijah in those old screen caps. I do find it suspicious that all of this came out AFTER Elijah left and that nobody seems to have mentioned sending the Discord chatlogs to the authorities or even making some sort of Server zipfile upload like what we saw with GoonClown and other Discord dramas. Rat King never provided proof of even talking to this mod either. My 2 cents is that part of this pedo drama is probably true but has been probably exaggerated massively by the Sneedfags and the gay accuser.

TL;DR
Schizo Elijah had a fallout with the Sneedclave in 2021 which led to the Sneedclave throwing out dirt on him for a few years with him being a cringe hispanofile and eventually be accused by the Sneedclave and the femboy that he allegedely used to talk to on Discord suspiciously AFTER he left the internet in March. After the Elijah expose the Sneedclave started a he-said-she-said drama of their own claiming that Rat King is a pedophile with both sides not providing good proof for their respective cases.

Ultimately this drama just seems pathetic and helped neither side with one of the better Youtube Vidya figures leaving and a formerly funny meme group holding onto a dead meme caring too much about Discord all while Fallout ferments into becoming entertainment for "modern audiences" and various Fallout Youtubers slowly become shills and astroturf a bad TV show.
