It's actually a couple of mods on top of eachother because for some reason there's not one that covers all of the UI for some reason. So, I'll guide you through what I did to get it to look like this.
First install VanillaUI+ the VanillaUI+ Extension .
Then install M.U.X. Interface Overhaul specifically the "Classic" setup. I think I denied the other changes like modifying fonts or anything. (There's also an extra mod someone made that adds a bunch of extra weapon icons for the interface like if you use TTW like me it covers all of the weapons from Fallout 3. Here though I don't think it's required.)
Then I installed New Vegas Revelation Lite and then Revelation UI Extras install them in that order and it SHOULD work? (It also covers a few other mods like the quick loot menu mod and such if you use those. I do for convenience.)

I think you're supposed to use these mods with the "Revelation" preset for the M.U.X. mod but it works just fine for the classic version too and personally I like the classic preset more since it's closer to the original UI. Revelation I think is closer to the modern Bethesda UI but with the added rusty metal aesthetic of the classic.

EDIT: Oh yeah and if you want the talking head interface for dialogue it's this mod. Almost completely forgot that.

I found another seemingly undocumented glitch:
The Hubologists want you to kill Badger over at the tanker. There is two ways to go about this: If you have Dave Handy steal the fuel from the Shi, Badger is supposed to be killed after a few days by Shi enforcers in a cutscene. This didn't happen no matter how long I waited, so I decided to kill him manually(rescuing his girlfriend first for XP). Badger is dead but neither AHS-7 nor AHS-9 seem to notice, leaving me with a tanker full of dead vagrants and no XP. I think this is because one of my companions killed him rather than me, it seems to be a bug in several quests if Per's nearly ultimate guide is anything to go by.
To be fair, I made much more than the 3000 XP I would have normally thanks to all the killing, and I did get a G11 and a Gauss Rifle from the armed punks, but Myron died in the cargo hold(which has a lot of deadly critters in there, for some reason). Not sure who I want to replace Myron's spot with, but I don't really mind at this point since I am nearing the end of the game anyways. As for San Francisco, I guess I have to work with the Shi since one faction is dead and the other won't let me progress thru the quest chain anymore, leaving Shi as the only major faction left with XP quests. Thankfully I already got the fuel, so everything I'm doing sans disabling the submarine and finding Navcom parts is just optional grinding.

You are a descendant of the original Vault Dweller, it's not unreasonable to assume that grandpa \ grandma passed down some knowledge about more advanced weapons.

The canonical Vault Dweller seems to be Albert, the diplomat who avoided combat so I doubt that. Secondly, I doubt that is the case since everyone in your tribe is a literal spear chucker, you would think there would be some handmade pipe or laser pistols if that was the case. Fallout 2 even goes a step beyond that and shows you that energy weapons are such a foreign concept for your average wastelander that Salvatore became one of the rulers of Reno solely because his men use basic laser pistols to cut other mobmen in two. "The Lightbringers" are a considerable source of awe for everyone in the city, even tho as I said they're just surplus civilian laser pistols that Enclave give Salvatore in exchange for chems.

Vault Dweller's memoirs imply that he fought Harry's mutants in Necropolis, defeated the Master in combat and stormed Mariposa. A diplomat would've lied to Harry, convinced the Master to abandon his plans and sneaked into Mariposa in cultist's robes.

Using a weapon is one thing, making it is another thing. From environmental cues we can conclude that the Vault Dweller wanted to keep Arroyo as separated from the outside world and its problems as possible so such knowledge would likely be kept away from general population of the village.

This would imply that the canonical Vault Dweller was Max Stone then, however the pictures don't match:
There is a closeup of the Vault Dweller in the manual, and it clearly shows Albert. Him being a diplomat doesn't mean that he's not allowed to use violence, I guess the guide written out the events as it did to make the read more interesting, or Albert could have just made things up to make himself look better, it doesn't really matter at the end of the day. Pretty much anyway you complete the game is fine, altho if you played as a woman this complicates things a little since NCR shows the statue of the Vault Dweller, and it's clearly a man(that again, looks like Albert).

From gameplay perspective I'd say it's: pick Albert, leave the Vault, get a bad random encounter (or agree to help with radscorpions too early), panic-invest in combat skills (Albert is rather weak so guns are the way to go), end up with a well-spoken fighter by the end of the game.

Honestly, the first and second game are set up in a way that literally any build works, even a retarded one. In Fallout 2, everyone seems to have forgotten who they were, altho NCR and Tandi complicate things if you were playing as a female character. My own headcannon is that my last Fallout 1 playthru makes that character the canon Vault Dweller, with female playthrus comically confusing another Vault 13 wanderer with the female one since they both wore the same jumpsuit.

Mentally retarded Vault Dweller makes sense still, since that would explain away why he choose to settle in the middle of nowhere and spend all the resources from the Vault on the Temple of Trials, instead of...say, invest in better weapons and farming equipment, or moving somewhere with more fertile soil in the first place.
 
The more I think about it, I think NV was truly a goodbye from the OG team through the game's themes - especially through the DLC's. These themes being "Let go". The last speech from Ulysses about that "War, war never changes. But men do, through the roads they walk." seems like the perfect conclusion to the statement made in FO1.

Sawyer and Avellone knew that Bethesda would fuck it up, especially Avellone. It didn't seem he wasn't too happy with what the show had done to his lore he created.

So maybe it is time to let go. War will come and go, however humanity will change - whether that's good or bad.

Wastleland 3 was alright at least.

We've definitely got a Halo Reach situation here, with Todd and co being 343i. Then again, even those guys have better writing and worldbuilding in nu-Halo(minus the TV show, of course).
 
Figure might as well while I'm shilling these kinds of mods one other mod I can recommend if you want a feel closer to the old games in New Vegas is this music mod called ATMOS-FEAR, yes that's the name. It replaces the music in the game with some dark ambient shit that's closer to what you'd hear in Fallout 1 and 2 instead of the Bethesda Fallouts.

It also inadvertently makes the game a lot more eerie in places. But with a name like Atmos-Fear I guess that should be expected by default.

One thing and one thing only saves that game, and that's the ending. It feels like an epilogue of sorts to the original title, with Chief being forced to move on in a post-Covenant world without Cortana. Most named characters are dead by that point, I'm sure Arbiter and Chief are the only known survivors of the original Halo Ring incident by that point. Same can't be said for Bethesda's newer games, which lack any sort of ethos to them. What the hell is the big theme of Starfield? That Earth is dead and what remains of it is a medium sized Googleplex filled with fat, dysgenic mutts that eat bugs? Wow, thanks Emil, stellar worldbuilding there. What's that, we have dragonborn and dragon shouts again, but IN SPACE? The fans will never see THAT coming!

Some of the tracks are kinda shit, but I dig most of them. I will say I'm not sure they fit.

Capital Wasteland had Olney Powerworks, which was still powered by some sort of experimental tesla power source(hinted at to be reverse engineered alien technology, we do have confirmation that aliens crashed near DC even before the war and there was even going to be a cut Outcast quest revolving around that). We can assume that the region went back to the stone ages when that tesla coil was taken away and used to create Tesla Cannons at the end of Broken Steel. As for Boston, Fusion Cores(which are also in Fallout Tactics BTW) are self sufficient nuclear reactors that can work continuously without maintenance for over 200 years. Just don't ask why all that juice is wasted in less than 15 minutes the moment it's plugged into a suit of power armor(only in Fallout 4, as similar power sources are confirmed to last over 100 years of active use as per Fallout 1/2 description) or why one at full charge can only give you 1000 blasts from a gatling laser(or why you would need one to power it when we established that microfusion cells and electron charge packs also power similar weapons and are probably much less expensive to manufacture).

How the fuck does New Vegas not fit in with the older style? IIRC there’s a fair few redux versions from the first two games. Setting even that aside, the soundtrack is perfect for the game it is.

Someone made a King Cobra companion mod. No, I'm not kidding. Feel free to hit me with the clocks if it's already been posted.
Sadly he doesn't have sound effects yet but that's apparently planned for a future update. I'm sure that will be hilarious.

Come to think of it, what Lolcow do you think would be an entertaining companion in a Fallout game?
Personally, I'd go with Phil. I think hearing him complain about how he did everything correct as he's getting bitch slapped by a Super Mutant would be hilarious. "MY GUN JAMMED! I'M PULLING THE TRIGGER! ACKACKACKACKACK, NOTHING I COULD DO DOOD!"

Plus he's already ghoul so it fits. Gunt would also be great as a miniature super mutant companion.
