It's actually a couple of mods on top of eachother because for some reason there's not one that covers all of the UI for some reason. So, I'll guide you through what I did to get it to look like this.That's actually pretty cool, Fo2 had that kind of UI I find charming so I might check that mod out if you link it/them.
First install VanillaUI+ the VanillaUI+ Extension .
Then install M.U.X. Interface Overhaul specifically the "Classic" setup. I think I denied the other changes like modifying fonts or anything. (There's also an extra mod someone made that adds a bunch of extra weapon icons for the interface like if you use TTW like me it covers all of the weapons from Fallout 3. Here though I don't think it's required.)
Then I installed New Vegas Revelation Lite and then Revelation UI Extras install them in that order and it SHOULD work? (It also covers a few other mods like the quick loot menu mod and such if you use those. I do for convenience.)
I think you're supposed to use these mods with the "Revelation" preset for the M.U.X. mod but it works just fine for the classic version too and personally I like the classic preset more since it's closer to the original UI. Revelation I think is closer to the modern Bethesda UI but with the added rusty metal aesthetic of the classic.
EDIT: Oh yeah and if you want the talking head interface for dialogue it's this mod. Almost completely forgot that.
