If you're going down that route, it's better to side with NCR since you get better stuff in the store. Nash will charge you more, but frankly, it is not hard to get money in this game, especially from the casino in town or from selling the loot from the convicts you just killed. Even if you didn't kill them, they die automatically upon appointing any sheriff anyways. Smart players will want to pass by the town often in the early game since this is the only place to reliably get the tobacco chew for Black Coffee until you pass Nipton and unlock Wolfhorn Ranch, so you will likely be visiting Primm several times over anyways. If you pissed off the Powder Gangers, they have their little "ambush" around those plants too, so you can grind dynamite and other good loot like money and drugs every few days as well.
You find more in and around Westside but that's neither here nor there.

I said that this is the best source of plants at the start of the game, you're not getting to Westside until act 2 unless you skip straight to Vegas via cazador gulch, the deathclaws and the raiders. Everyone else will only have access to tobacco in large numbers as early as Primm and then Wolfhorn Ranch after Nipton, making these two locations a place you will visit often at the start of the game if you plan on farming these. I already explained that Black Coffee has a unique value as an INSTANT healing item that you can spam in your pip-boy in the middle of combat, so I have no clue why you're bringing in some shitty soda healing item. You really need to learn how to read before you make one of your asinine posts again.

They did but it was unfinished and half cut, the VR simulation also suffered from constant crashes and the entire ending reward area was cut too. Most of the substantial stuff that was cut is going to take a lot of work to remake and reimplement.
