Yes, in the Legacy version of the mod, the Enclave soldiers you meet are pretty much just targets to be shot at. The in-game lore reasoning given is that the Enclave you meet have been lobotomized by ARGUS (Space Station AI) and Voss (Crazed Enclave Scientist). If you check over the computer entries on the space station, you'll see their past before being overpowered by the aforementioned parties. You can also meet and rescue an Enclave scientist called Edmund who gives more details on how the takeover happened. Perhaps more work could have been done in making their history more apparent. The Wolfenstein scene was definitely a mistake.
Once the Legacy NCR content was largely done, certain writers within the team did try to build upon it before the initial release to give some more character to the Enclave without taking on the measurable task of reworking the Legacy NCR Campaign completely. For example, the Voss quests in the Legion questline explore more of Voss' past before he became a mad scientist, along with giving him dialogue interactions with the player. There's also Theo, who originally was a part of the Navarro Enclave branch with his family and now wants to contact the Portland Enclave, unaware of their current state. Within his dialogue, you'll also find a different perspective on the Enclave, arguing that there are a sizable number of the group simply wanted to restore America.
Now as for the future of Enclave in the rework, we realize it won't be an easy task. For starters, the solution of removing the Enclave completely is not in the cards due to being referenced in a sizable portion of non-NCR content; it would equate to a considerable amount of work. We want to primarily focus on reworking the NCR content within the mod, both due to interest and ensuring a manageable workload. Non - NCR elements will see some degree of reworking, just not to the degree as efforts being made toward the mod's NCR content. Fortunately, due to deleting the original NCR MQ and building a new one from the ground up, the Portland Enclave now exist in broad strokes rather than in specifics, allowing for freedoms in developing their narrative and lore position within the Portland wasteland. I personally see potential in improving the Enclave component of the mod while balancing it with our logistic capabilities.
