How about a parasite bioweapon that would just replace over time the brain of the subject and rearrange it in a way that is desirable. Kind of like "Parasyte: the maxim", however certain reaction to stimuli would be recorded in its genetics so that when this creature takes control, you can then control it with that hardwired reaction.
That way you can order the subject to do things, and would probably be reserved for high ranking politicians or elites.
It would be spread by an initial host, like some sort of insect, then the creature/parasite would deattach and go inside the subject's organism.
