Favorite NPCs - Minor characters and those of lesser importance

Vernon Roche from The Witcher 2 (and the third).

He's just a delight of someone whose entire being is basically unbridled rage. Plus he constantly saves your ass, so. From the same universe, I also really, really liked Regis but I liked him from the books, so I don't know how fair it is to include him.

Other than that, Charles was already mentioned, and Rain Falls/Eagle Flies, but Keiran Duffy got the short end of it from Red Dead Redemption 2. I loved that little runt after I heard his story around the fire and then... the game just decided to sucker punch me in the throat. And everyone else. And then my horse on top.

I also have a real sweet spot for Gelebor from Skyrim. TES has a lot of NPCs that I liked over the years (despite Bethesda being Bethesda), but I think I have to pick Gelebor as my top out of them all, from Morrowind on. His little story has stuck with me over the years and so has the Forgotten Vale.
 
In Yakuza 0, there is a guy that's always in his underwear and dancing. He's mostly tied to sidestories, but he shows up randomly in the main quests of Kiryu and Majima, specially early on before the bigger conspiracy involving the empty lot blows up. Given the everyday weirdness involved in the series, the fact that he still creeps the protagonists out while not being seen as a big deal got me a ton of stupid laughs at just how absurd it was.

Just the one off the top of my head, I'll make a more lengthy post later.

I just played Witcher 2 a few weeks ago, and when it came time to decide who to join for the rest of the game, I went with Roche. He's far more charismatic and helpful than Iorveth. At least Roche didn't have his head up his own ass. I liked hanging with him more than anyone else in the game.

Mjoll the Lioness. She dumped the simp orbiter that saved her life for me, because I found her sword. And she openly antagonizes that icy Black-Briar bitch.

The ally/enemy radio chatter in the ace combat games. It does a great job at conveying the scope of the conflict
 
The Orcs in Shadow of Mordor

They really added character to what has always been seen as just mindless mooks following orders. And it was great how just a basic minion could ascend to power by getting a cheap shot on you. I had Orcs who were long running rivals with me and I'd dread hearing their voice shouting "RANGAHR!!".
Not to mention the game mismatched the Orcs so well no two ever felt the same.

Great game concept that built itself around its NPCs. Still heavily repayable.

Well, while many of my favorites have already been mentioned in this thread, Divayth Fyr from Morrowind is a great one.

Best Telvanni, keeps corprus disease victims comfy in his dungeon, invites you to try stealing his shit as long as you don't kill anybody, has a non-trivial chunk of the game's unique magical artifacts, spends large amounts of time on magical research for the betterment of people's lives, is one of the oldest mortals in the series and older than some gods, all around a cool guy.

Despite how laid back he is, don't fuck with him, as he's also one of the strongest NPCs in the entire game (clocking in at a higher level than several gods) and his preferred sexual partners are four female clones of himself.
