Probably the same logic that makes people think jelqing works for penis enlargement. The repetitive motion stimulates bloodflow, which in turn causes the tissues in the area to expand so as to allow more blood to flow. This would never work with breasts, as breasts themselves do not contain erectile tissue; the nipples, however, do.
