It's a real thing. Amy Chua (tiger mom) has a good book about it - Political Tribes - which describes the means by which Chavez both rose to power and still (to today) retains his own popularity in Venezuela, even if Maduro is not quite-so-beloved. The legacy of the colonial caste systems (whose names I forget and don't care about) were verymuch real, and fair-skinned hispanics tended to dominate the higher social castes and post-revolution the higher social classes. Much of this was also region-based, with say Caracas being much more huwhite than the surrounding areas. Brazil in particular has quite a lot of issues surrounding its own, particular, specific iterations of race, for example.
