Any guy with a work truck or an RV knows you can just get a power inverter for your vehicle to be able to charge batteries as it runs. You can get that shit at Home Depot, Harbor Freight, probably Walmart.

I was playing Xbox in the back of a car in 2004 with one, you can charge camera batteries all day easily.

I'm assuming they want a full-blown additional auxilary battery, like you'd have with a high-end audio system.
