Chris, as we know has no sense of boundaries, so perhaps she has expressed to him not to touch her in public, but when he forgets she gets visibly disturbed, yet understands that he forgets?

As long as Chris continues to live in Caden's house (and AFAIK there's no solid evidence to the contrary), Caden has significant leverage over him. Yeah, Caden's a skidmark-tier shithead whose shroom grow was found by a maintenance man, but he does still have the ability to manipulate Chris by way of the housing arrangement.
