The major issue in this specific case is that Finland has the best education in the world, including an absurdly high student to teacher ratio. Despite being only a 100K province, South Ostrobothnia has a total of over 125 schools. If you knew what school she went to, finding her would be a formality, but in this case, it makes it impossible, simply due to the fact that it's unreasonable that each of the 125 schools would have info on every single student that ever went to it, especially back in the 2000's.
